How Safety Region Twente Transformed Crisis Monitoring with a Real-Time Regional Safety Platform

Safety Region Twente (Veiligheidsregio Twente) is responsible for coordinating emergency preparedness, incident response, and crisis management across fourteen municipalities in the Twente region of the Netherlands.

The organisation brings together fire services, municipalities, healthcare emergency services, police, crisis management teams, communication specialists, and information management professionals. Effective collaboration between these stakeholders depends on having access to accurate, timely, and actionable information.

To strengthen situational awareness and improve the exchange of critical safety information, Safety Region Twente partnered with CAPE to modernise its Safety Information Hub (VIK) and create a future-ready crisis intelligence platform.

The challenge: limited visibility in a rapidly changing environment

Safety Region Twente relied on a SharePoint-based application to collect and distribute safety information across the organisation.

While the platform provided valuable collaboration and information management capabilities, it lacked the flexibility and visual intelligence required for modern crisis operations.

Information could be collected and shared, but it was difficult for crisis coordinators to quickly identify patterns, monitor developments, and understand how individual events might affect one another.

As a result, obtaining a clear and up-to-date regional safety picture required more manual effort than desired.

The organisation needed a more powerful solution that would strengthen monitoring capabilities and support faster decision-making before and during crisis situations.

Creating a future-ready Safety Information Hub

Safety Region Twente set out to develop a platform that could deliver a live safety overview for the region while supporting information exchange with other Safety Information Hubs throughout the Netherlands.

The objective was not simply to replace an existing application. The goal was to create a shared intelligence platform that would improve situational awareness, strengthen collaboration, and support crisis professionals with better information at the moment they need it most.

The solution: IntelConnect

Working closely with Safety Region Twente, CAPE designed and developed IntelConnect using the Mendix low-code platform.

The project began with an extensive UX design phase, during which interactive concepts and visual designs were created to ensure the application aligned with the needs of crisis professionals.

The final solution transformed how information is presented, making it significantly easier to identify risks, monitor developments, and maintain a real-time view of activities across the region.

Information that was previously difficult to interpret can now be analysed quickly through an intuitive and highly visual interface.

A dynamic geographical map provides users with a clear view of planned activities and events across the region, helping teams understand how situations may interact, overlap, or create additional risks.

The platform also enables automatic information exchange between systems and regions, ensuring critical intelligence can be both shared and received in real time.

The development of IntelConnect does not stop with the current implementation.

The next phase of the programme will extend the platform to eight additional Dutch safety regions, creating a broader intelligence network with a shared regional overview built on the same data structure and information standards.

This expansion will allow participating regions to access consistent and reliable safety information while strengthening cooperation across regional boundaries.

By standardising how safety information is collected, visualised, and exchanged, IntelConnect will support a more coordinated response to incidents that affect multiple municipalities or regions.
